In a general world’s tendency towards more urbanization, weak inclusive economic development and several dysfunctional rural-urban value chains, but also increasing will to delegate tasks and responsibilities, (sub-)national governments are increasingly facing global challenges, questioning the traditional ways of managing public affairs and delivering basic services. 

Through decentralisation, which defines the framework conditions for multi-level governance and determines the roles, functions and power, as well as the financial and human resources of sub-national authorities, Switzerland contributes to well-functioning multi-level and sub-national governance systems, leading to more democratic control, greater efficiency, effectivity and accountability in public service delivery and stronger foundations for inclusive economic development.
