Das Papier wurde von Ana Letunic, Expertin für Kulturpolitik und Kuratorin für darstellende Künste, zusammen mit DEZA-Kollegen aus dem Bereich Kultur und Entwicklung verfasst.

Linee Guida Tematiche Sucultura e Sviluppo
Le presenti linee guida sostituiscono la politica culturale della DSC del 2016 e definiscono il mandato culturale della DSC. Esse comprendono la «percentuale culturale» nei Paesi partner e i partenariati con istituzioni culturali in Svizzera. Le linee guida sono strutturate secondo le quattro funzioni della cooperazione tematica (programmi/partenariati, dialogo multilaterale, servizi di consulenza e gestione delle conoscenze) e sottolineano l'orientamento futuro e il contributo della cultura alla pace, alla prevenzione dei conflitti, alla coesione sociale, alla governance/democrazia e alla parità di genere.

The paper was written by Ana Letunic, cultural policy expert and performing arts curator, together with SDC colleagues in the field of culture and development.
Reflection Paper on Culture and Sustaining Peace [Reflection Paper]
Culture plays a pivotal role in sustaining peace by fostering understanding, tolerance, and cooperation among diverse communities. Through its ability to transmit values, traditions, and identities, culture provides a framework for conflict resolution and reconciliation, offering pathways to address root causes of violence and promote social cohesion. Recognizing the role of culture in enhancing social cohesion underscores the importance of integrating cultural approaches into peacebuilding initiatives, fostering inclusive societies where individuals feel valued and connected, ultimately contributing to long-term peace and stability. The paper proposes three categories to summarise the contributions of art and culture to the Sustaining Peace Agenda: resilience, spaces, and shifts.

Thematic Guidance on Culture and Development
This guidance replaces the SDC’s cultural policy of 2016 and sets out the SDC’s cultural mandate. It includes the ‘cultural percentage’ in partner countries and the partnerships with cultural institutions in Switzerland. The guidance is structured along the lines of the four functions of thematic cooperation (programmes/partnerships, multilateral dialogue, advisory services and knowledge management) and highlights the future orientation and contribution of culture to peace, conflict prevention, social cohesion, governance/democracy and gender equality.

Die Thematische Richtlinie ersetzt die DEZA-Kulturpolitik von 2016 und legt das DEZA-Kulturmandat dar. Die Richtlinie beinhaltet das Kultur-% in den Partnerländern sowie die Partnerschaften mit Kulturinstitutionen in der Schweiz. Neu folgt sie den vier Funktionen der thematischen Zusammenarbeit (Programme/Partnerschaften, multilateraler Dialog, Beratung und Wissensmanagement) und zeigt die zukünftige Ausrichtung und den Beitrag von Kultur zu Frieden, Konfliktprävention, sozialem Zusammenhalt, Gouvernanz/Demokratie und Gleichstellung auf.

These generic theories of change, which are based on SDC’s Thematic Guidance on Culture and Development and the Reflection Paper on Culture and Sustaining Peace, can serve as building blocks for designing a project in the field of culture and peace
