Peace, Governance and Equality in Swiss International Cooperation
“Resolve conflicts, promote peace, democracy and the rule of law, and uphold human rights” is the 4th Goal (Peace and Governance) of Switzerland’s International Cooperation Strategy 2025-2028 (IC Strategy), mainly its Specific Objectives 8 (Democratic Processes), 9 (Participation & Gender Equality) and 10 (Good Governance).

Peace, Governance and Equality Themes contribute also the IC Goal 1 (Human Development) "Save lives, alleviate human suffering and support access to quality basic services for the poorest populations", particularly its Specific Objective 2 (Health systems).
These goals and specific objectives contribute to the Sustainable Development Goals (SDGs), mainly number 16 (Peace, Justice and Strong Institutions), but also SDGs 1 (No Poverty), 5 (Gender Equality), and 10 (Reduced Inequalities).
Hence, Peace, Governance and Equality themes are at the core of the Swiss and International Cooperation.
Reference Indicators (update 2024)
Peace, Governance and Equality themes are monitored worldwide through Aggregated Reference Indicators (ARIs) and Thematic Reference Indicators (TRIs), which constitute SDC's standardised indicators (complete list for all SDC themes in the RDM Indicator browser - internal access only).
ARIs are output indicators allowing to communicate on selected achievements across a wide range of situations and countries. TRIs are indicators for outcomes to which the SDC contributes. They draw upon international best practices and standards.
Below you will find summarized bilingual (English-French) tables showing all Reference Indicators by theme of our network, as well as corresponding detailed factsheets explaining how to use them:
Annex CP & CCM: Checklist Policy Markers Gender and Governance (for SDC staff only) (update 2024)
The Policy Markers Gender and Governance are tools to monitor the integration of and track resources allocated to Gender Equality and Governance as domains in their own right and as transversal/cross-cutting themes. The below downloadable combined checklists Gender-Governance for Entry/Credit Proposals, respectively for Core Contribution Managment (CCM), define minimum criteria to score the respective Policy Markers (PM) in the SAP Data Sheet. The checklist is a mandatory annex to all entry, credit proposals and for CCM. It is advised to share this checklist with your implementing partners for self-assessment when developing the project.
The Checklists follow the OECD-DAC Guidances on Policy Markers for Gender and for Governance.
