Federal Council clarifies its sanctions ordinances
Berne, 25.09.2026 — On 25 September, the Federal Council took the decision to harmonise and clarify financial provisions in four sanctions ordinances implementing UN sanctions relating to the financing of terrorism and proliferation. Furthermore, international organisations will henceforth benefit from an exemption from the reporting and authorisation requirements for certain transactions under the Iran Ordinance.
The Federal Council has adopted amendments clarifying and harmonising financial provisions in the following sanctions ordinances: Ordinance on Measures against the Democratic People’s Republic of Korea, Ordinance on Measures against the Islamic Republic of Iran, Ordinance on Measures against certain individuals, groups, companies and organisations associated with ISIL (Da’esh) and Al-Qaeda, and the Ordinance on Measures against certain individuals and groups associated with the Taliban. These ordinances implement sanctions imposed by the United Nations Security Council in relation to the financing of terrorism and proliferation.
The amendments correspond to the clarifications and harmonisations undertaken by the Federal Council on 13 August 2025 in relation to the sanctions ordinances based on EU sanctions. Under this new decree, the Federal Council is focusing on financial measures based on resolutions of the United Nations Security Council. In addition, the exemptions from the reporting and authorisation requirements for money transfers under the Iran Regulation have been extended to international organisations.
