Guidance on Locally-Led Cooperation (LLC) in Swiss International Cooperation
Locally Led Cooperation (LLC) has been a cornerstone of Switzerland’s international cooperation as demonstrated by our longstanding partnerships with local actors. In a context where the vital role of local actors is increasingly acknowledged but where their funding continues to decline, SDC is committed to doing more - and doing better.

LLC is one of the five key implementation approaches of the IC-Strategy 2025-28. The SDC will have guiding documents for all of them. On the 31st of March the SDC Directorate has already endorsed the guidance on Locally Led Cooperation and is strengthening its commitment to LLC. This approach now needs to be translated into action.

What’s new in this SDC guidance on LLC?
SDC developed this guidance to ensure coherence on LLC across its organisation, set common goals, encourage staff to turn this into action and monitor progress. It includes:
Community of Exchange for SDC staff
LLC focal persons in each SDC Headquarter division are available for questions and feedback as SDC rolls this out. To keep the conversation going, SDC staff can join the Community of Exchange (CoE) on MS Teams to stay connected, share insights, and access resources.
