Digital Governance
Digitalisation is a key development trend that shapes and impacts governance processes in many different ways. New forms of digital governance render public service delivery more efficient, effective and mostly more inclusive. They contribute to more transparent public management as well as prevent and reduce corruption risks. However, it may also involve governance risks in terms of accountability, the rule of law or equality in countries with high power imbalances or in the hands of authoritarian governments where digital technology may become a powerful tool of repression, control and surveillance. Disinformation is growing at an exponential rate because of digital technologies’ progress and a not yet regulated use of artificial intelligence poses a serious threat to all societies, beyond the strengths and opportunities AI represents for the same societies and their governance systems. Therefore, digitalization implies potentials/opportunities but also risks/challenges.
