Call for Proposal Experience Capitalisation
Strengthening Democratic Governance in Bangladesh: Evidence and Lessons from the Swiss Programme

We are pleased to announce that the Embassy of Switzerland in Bangladesh is planning to conduct a ‘Capitalisation of Experiences (CapEx)’ study titled ‘Strengthening Democratic Governance in Bangladesh: Evidence and Lessons from the Swiss Programme’, which aims to capitalise on experiences, results and lessons learned acquired during the period of Switzerland assistance in the fields of democratic governance from 2011 to 2026, with a particular focus on four priority themes:
- State building and institutional reform;
- Local governance, decentralisation and service delivery;
- Social accountability and civic space; and
- Inclusive political participation.
The CapEx study is based on two objectives: capturing the dimensions of documentation, capitalisation and institutional learning; and facilitating internal and public communication.
The Embassy is seeking to collaborate with an international consultancy firm or organisation to conduct the study.
If you are interested in partnering with us, please submit a technical and financial proposal based on the attached Terms of Reference (ToRs) by 30 May 2026 at the latest.
All information related to the submission can be found in the attached Terms of Reference (ToRs). As part of our procurement process, all information relating to this study will be shared widely to ensure equal access for all interested parties.
